Preliminary Information
A Signatory role in NetDMR is required to submit (electronically sign) DMRs (Discharge Monitoring Reports) in NetDMR.
A CDX account with the "Permittee (signature)" role is required before one can access NetDMR and request to be a signatory.
A signatory, Responsible Official (RO) for a facility/company is either the president, vice president, CEO, CFO, or plant manager. For a municipality, the mayor, elected city clerk, county manager, director of public works or director of waterworks would be the RO. Plant operators cannot be signatories without being delegated by an actual facility/company responsible official. The delegated person is also referred to as the Duly Authorized Representative (DAR).
Creating a CDX Account and Requesting Access to the Permit in NetDMR
The process involves two steps:
- Creating a CDX account with the "Permittee (signature)" role
- Requesting access to the permit as a signatory in NetDMR.
