What is CDX?
CDX (Central Data Exchange) is the portal to EPA's online applications, one of which is NetDMR. Some users may already have CDX accounts that they use to access other EPA applications. The existing account my be used to access NetDMR by adding the Georgia NetDMR Program Service to their existing CDX account. A CDX account is required to access NetDMR.

What is NetDMR?
NetDMR is the online application used to enter and submit DMRs (Discharge Monitoring Reports). A submitted DMR is referred to as a COR (Copy of Record). Georgia DMRs are due on the 15th of the month following the end of the monitoring reporting period. Reporting periods may be monthly, quarterly or annually. NetDMR is accessible only through a CDX account.
CDX User Roles
CDX has 4 user roles as follows:
1. Data Provider - this is for users who are not employed by the permitted facility and who will only view, enter or import DMR data into NetDMR. Data Providers cannot submit DMRs and are usually employed by labs or consulting companies.
Available NetDMR role for Data Providers are Edit and/or View.
2. Permittee (signature) - this role is for users who will need the Signatory role in NetDMR. Only users with a NetDMR Signatory role can submit DMRs in NetDMR. A signatory must must hold a job position that qualifies them as a Responsible Official (RO) within the organization that owns the permitted facility or must be delegated by someone who qualifies an an RO. An RO for a facility must hold a position such as CEO, president, vice president, CFO etc or plant manager or plant superintendent or, for a municipality, mayor, elected city clerk, or county manager or director of water works or public works divisions, Water plant operators do not qualify as signatories and must be delegated by an actual RO.
Available NetDMR role for Permittee (signature) are Signatory, Permit Administrator, Edit, and View. However, the user need only select Signatory as the Signatory role covers the permissions of the other roles.
3. Permittee (no signature) - this is for users who are directly employed by the facility owner (i.e. permit holder employee) and who will be entering or importing data or who needs to view DMRs or approve NetDMR roles for other users (except Signatories).
Available NetDMR role for Permittee (signature) are Permit Administrator, Edit, and View. The Permit Administrator role cannot approve Signatories,
4. Internal User - this CDX role is ONLY for EPA and Georgia EPD Regulatory Authority staff. i.e. ONLY for EPA and Georgia EPD staff who need administrative access to NetDMR for compliance and regulatory purposes.
