A Preparer (or consultant) is a GEOS user who completes applications or reports that will be submitted by the Responsible Official (RO) once the Preparer has filled out the application or report to completion.
NOTE: The Hazardous Waste and Hazardous Substance Fee Reports are different from other reports in GEOS. Anyone (RO or Preparer) who starts these reports must be the person who submits the report. An RO is not required for submission of these reports.
A Preparer may start the following application types before being associated with an RO, but cannot select the facility name until they are associated with an RO and the RO authorizes them for the facility and application type:
- Title V Application (for Renewals & Modifications of Title V Sources)
- SIP Application (for Non Title V Sources Only).
- Individual Domestic NPDES Permit for New or Existing Discharges
This is just one of a number of NPDES permit types.
The RO should associate Preparers after their RO status has been approved otherwise they will not be able to complete the second step in the Preparer association process until their RO status is approved. If the RO performs the first step only before account approval, they need to return to edit the Preparer's status to authorize them for the facility and application type.
